·Eight Measures to Be Taken to Support Yunnan “Bridgehead” Construction

On 11th March 2010, Yunnan Provincial Government and the General Administration of Customs signed a MOU at Beijing, establishing close collaborative mechanism. Series of measues will be taken to push forward Yunnan border clearance process, increase Yunnan enterprises’ competitives in international business, and support cross-border transportation.

According to the MOU, the General Administration of Customs will provide great support for Yunnan economic and social development in eight field.

-          To support Yunnan border ports construction. Supporting ports integration and optimization, developing logistics industry, implementing simply declaration and clearance models to improve clearance efficiency and reduce logistics cost; Supporting Yunnan to extend friendship and communications with neighbouring countries by offering clearance convenience at immigration control points for vehicles and delegations from neighbouring countries;

-          To Support the construction and development of special customs supervision zones. Advancing functional integration in special customs supervision zones; Supporting the development of processing trade and bonded business; Carrying out research on setting up comprehensive bonded zones in Kunming airport conditional areas;

-          To help Yunnan better implement the import and export tax policies. Supporting Yunnan key projects construction; Providing help to solve tax problems in projects examination and approval procedures;

-          To promote the comprehensive control and administration against smuggling; Creating a favourable environment for import and export;

-          To support the export of special agricultural products in Yunnan; Encouraging import of advanced technical equipment for agricultural products processing;

-          To enhance statistical monitoring and early warning; Providing timely and accurate information on foreign trade for local governments’ decision-making;

-          To put into effect of abiding by the law which leads to the convenience; Supporting Yunnan “going out”; 

-          To push forward cross-border transport facilitation in Greater Mekong Sub-region.

Yunnan Province is also planning to support the customs construction greatly, and to provide a favourable environment for customs supervision and law enforcement. Yunnan Province will help Kunming customs development through human resources training and funding input. Yunnan Provincial Government and the General Administration of Customs will establish working mechanism such as regular meeting, daily connections to enhance communications and coordination.
